Etude du cadre juridique de la publication des textes légaux et des décisions de justice au Sénégal

This legal study, conducted within the framework of the GIZ regional project "Promotion of the Rule of Law and Justice in Africa (ProLa)", analyses the legal framework governing the publication of laws and judicial decisions in Senegal. The study examines national, regional, and international norms, highlights the current legal gaps, and explores existing practices, especially regarding digital platforms. It draws on 51 interviews with legal professionals and stakeholders and concludes that while Senegal lacks a coherent legislative basis for comprehensive legal and judicial publication, promising isolated digital initiatives exist. The study offers concrete recommendations for establishing a centralized and accessible online publication platform, aiming to enhance transparency, legal certainty, and access to justice—especially for vulnerable populations and economic actors.
